Old Black Dress Equals Cosplay Material?

My Aunt gave me this dress because she has no use for it, and it happens to fit me perfectly. And seeing myself wear it... REMINDED me some some character I've seen before. I don't know if it was in a manga I read, or an anime I've watched, or just from some movie I've seen. I don't know. But I recognize the dress from something.

Anyone have any idea why this dress is so familiar? Maybe someone else will recognize a character by looking at the dress. Or if you have an idea of who I could cosplay as using this dress, please feel free to suggest it.

By the way, I'm sorry for the horrible picture quality. The light in my room is bad, and my bed covers don't help much. Hahaha.
